Calif. county says Tesla may not reopen plant

CEO Elon Musk had planned to reopen the automaker’s factory in Fremont after Gov. Gavin Newsom said manufacturing in the state could resume. But local authorities can maintain more restrictive measures and Alameda County is scheduled to remain shut until the end of May.
