U.S. court refuses to shield VW in diesel scandal lawsuits

An appeals court ruled that nothing in the Clean Air Act “raises the inference that Congress intended to place manufacturers beyond the reach of state and local governments.” VW says the ruling conflicts with the findings of other courts.
